cc: Remove contents_texture_manager from LayerTreeHost(Impl) and proxy.

This removes the PrioritizedResourceManager from the LayerTreeHost
and calls to it from memory policy changes etc. This left no callers
to SetContentsTexturesPurged, so removed that concept from CanDraw and
from LayerTreeImpl.
