this is picky, but we should probably rename this set to be the
"_all_but_ie9_annotations", and name the current thing of that name to be
"_all_but_ie9_opera_annotations" or something.

I'd like to postpone all Opera stuff until later in the milestone and do one big
pass. It does support more things than is captured here.

I added Opera because I happened to explicitly test it, but I don't think we
should spend much time on it until later in the milestone.
