Done, and added a comment to GetCurrentProcId.

Should we add a comment that Process::Pid() is a valid process id (and can be
used with relevant APIs), but is not necessarily unique across Chrome?

I didn't mention Process::Pid(), since that sounded a bit tautological, but I
mentioned that these aren't guaranteed to be unique on some platforms.
