Seem to be ics only since the tests do not seem to be flaky on the jb fyi bots.
Unfortunately main waterfall only has ics devices. All failures have been
timeouts.

Thanks for reverting. Sorry I didn't see it, I was in the middle of a
CL and I didn't even realize it finally passed the CQ.

I have no idea what's going on, it's very puzzling. The ICS vs. JB
thing is interesting but don't we have a try bot on ICS as well ?

All of the trybots are ICS.  The test is flaky, it passed the trybot but
has failed on others:
