Put this in its own block with a comment like "Can be called on any object,
applies to the whole document. Later maybe we should have a separate AX
interface for a document."

To be consistent with the rest of the interface, return WebAXObjects for the
anchor and focus, not IDs.

To be consistent with Blink style, use references, not pointers.
