Componentize html_viewer's MessagePort

Componentize html_viewer's MessagePort

We should transition to using the same implementation in content, and this
is the first step to doing that.

lgtm

1) please add owners file with me and you. every component should have its own
owners file because components\owners is too generic

2) fyi this isn't production ready until mojo ipc supports passing message ports
to a third process directly (right now the second process proxies)

When I use --enable-multiprocess with Mandoline, I get a ton of "Direct message
pipe passing across multiple channels not yet implemented; will proxy"
