[chromedriver] Add a README file that contains helpful info about contributing to ChromeDriver.

This was inspired from chrome/browser/extensions/api/README.txt, which I've
found to be helpful.

I think putting more technical info in a README is a better fit than the
chromium site, at least for now. I put a page on the chromium site
(https://sites.google.com/a/chromium.org/dev/developers/testing/chromedriver),
which has a few high level details and just points to this README (feel free to
add/update to the chromium site). We can also use the chromium site to put info
about how to use ChromeDriver to test Chromium internally too. I like this
README because:
1) the README can be updated as part of the normal code review process, which
helps keep it up to date and accurate
2) the README should be easier to find for people looking through code

More lower level details can be put in particular source files.

This README reflects the current state of things; this CL isn't the place for a
discussion about the current architecture. Please comment on whatever you feel
is missing or inaccurate.
