Will Android then have both libjpeg and libjpeg-turbo? I just want to make sure
I understand the plan.

Yeah the plan is to check in libjpeg-turbo to Android (maybe AOSP).  That way we
can use both SkCodec and SkImageDecoder on Android.  Then, if we can replace the
use of SkImageDecoder with SkCodec, we can hopefully remove libjpeg.
