adb_install_apk.py needs to be updated now that apk_info.py has been moved to
pylib/instrumentation. Causing android_fyi_dbg_triggered_tests to fail.

Thanks for the fix.  In the future please send python refactoring patches
through the android_fyi_dbg trybot to catch this kind of breakage. Our fyi bots
have code paths not covered on the main waterfall.

The issue is stale *.pyc files. See the other CL.

It actually was run through android_fyi_dbg
(https://codereview.chromium.org/11649008/ introduced the breakage). Possibly a
.pyc file hanging around allowed it to pass?
