Note, I need to do a lazy import above first to ensure that the 'core' variable
is defined in this file before doing the actual import.

The actual import here also pulls in _interceptors before dart.list above is
invoked.

Just a note - I'm refactoring a lot of this following John's suggestion of using
the loader infrastructure for the pieces of the runtime.  You may want to go
ahead and land this, but I'll probably need your help understanding how to merge
it... :}
