Remove ChromeNativeAppWindowViews::is_fullscreen_.

Remove ChromeNativeAppWindowViews::is_fullscreen_.

This is not necessary as it should always be equivalent to
Widget::IsFullscreen.

I usually see BUG=None rather than =0 (or no BUG= line).

RenderViewHost::ExitFullscreen doesn't exist. Exiting fullscreen from HTML5
fullscreen by AppWindow.restore and by clicking the fullscreen button seems to
work fine, so I think we can just delete this comment.
