[chromecast] Disable WebM, Vorbis tests for ALSA

The ALSA-based CMA backend doesn't support that functionality yet.

Are you also disabling cast_shell_browser_test? That shouldn't be disabled if
possible.

You should be able to set just the 'variables' block in your condition below
without re-adding the cast_media_unittests dependency.

Re-enabled cast_shell_browser_test because it actually runs fine. Removed
dependencies block.
