Prepare to use generated shim headers for FLAC

This will require a DEPS roll and corresponding changes
to chromium-side .cc files.

Hmm, I don't completely follow the process here. Your changes don't seem to be a
1-1 map between the old shim and the headers listed in the gyp. Can you
elaborate a bit?

That's right, generally the .cc files are going to #include headers as if they
were in third party, but for -Duse_system_foo option we generate a directory
structure resembling the one in third_party, put forwarding headers there (they
just #include system headers), and put the whole thing in front of the include
path.

Feel free to take a look at the bug for more reference. Generally for Google
Chrome build this should be completely transparent, and obviously I'm going to
ensure things still compile.
