Here is the roll. Please let me know what additional steps I should take before

Tony, here is a CL to update the reference build.  This will allow new tests to
run on the reference build that couldn't run before.  But it also means that
when it lands, all of the delta-to-ref-build perf expectations will need to be
rebaselined.  That means that chromium.perf will go red.

One way to do this is for Paweł to land this CL, let chromium.perf go red and
stay red, and then for one/both of you to update perf_expectations as the test
results come in.  The problem with this is that the cycle time for the tests
takes a while.

Another way to do this is for Paweł to land this CL, let chromium.perf start
cycling to pick up the new reference build, then for Paweł to revert this CL. 
The tests will go red initially but go back to green.  Then perf expectations
can be updated to cover the new results as they come in, and the CL can be
relanded.

I'll suggest the first approach to Paweł if you don't strongly favor the second.

I also like the idea of just landing once and then fixing everything up. Paweł,
I'm happy to help rebaseline the perf expectations if you don't know how or
don't want to.
