A method called "IsBlah" really should not mean "do something if Blah is true". 
Maybe SelectPluginHandler()?

Also, I suggest swapping the return value and |request_handled|.  The other
related methods (SelectNextHandler, UseAlternateNextHandler) return false to
indicate a fatal failure.  Seems like we should be consistent.
