Enable Canvas video perf test.

As crbug.com/138132 was fixed, Canvas video perf is possible on Android.

Currently blink.canvas perf test has lots of trouble, so it might cause another
issue. Anyway, when I test this on Nexus 5, everything was fine.

As you resolved Canvas perf issue, IMO this test will be ok.

My fix for Issue 488059 only made the Nexus 6 perf bot stop reporting errors;
that bot is still not running all of the blink_perf.canvas tests correctly.

That having been said, it looks like these tests are running successfully on at
least http://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5%20Perf
, so LGTM from that standpoint.

Please watch those bots and make sure the newly enabled tests run cleanly once
this lands.
