Why is this chromeos specific? Don't we need the same call on windows?

I am not sure whether this issue is seen in windows. Moreover we create
'MinimalAsh' and 'CreateWindowWithContextAndBounds' only in case of chromeos
builds.Hence this code made chromeos specific.
