can/should this script be merged in some way with pkg/bin/dartdoc.py ?
"dartdoc.py -d" *should* give the same functionality I believe

The idea is to have the snapshot in the SDK so it can be used without requiring
a checkout of the repo. So we can't use dartdoc.py, unless we move that out of
the docgen package into the SDK. Also, I suspect it can't be python, as we
wouldn't want to require a python install.

It might be possible to have dartdoc.py switch to use this script to invoke
docgen. I started to do that, but thought that it might provide better coverage
to have dartdoc.py using the source and the build using the snapshot so that
both get exercised.

Okay. Yeah. I'll work on making dartdoc.py call these scripts... after this
other big refactor.
