Add Linux ARM builder to main waterfall

This bot is identical to the existing one of the FYI
waterfall.

Once this lands I have a followup CL to remove the old

Should I be at all concerned that non of the existing bots are of the form

Yes, the fact that this CL introduces -c1 slave is a concern.

Please make sure the sysadmins and US trooper is around when landing this and
request an _immediate_ master restart so we can check whether it works.

I don't think we should. It's order more logically by what the builders do,
rather just sorting by name alphabetically.
