Is this something we could add automatically in our html lb if not provided on
IE? or should we always expect the user to provide it?

It's optional- IE includes the xmlns while Chrome does not. But the set test
does not include the xmlns and passes on IE.

I'd prefer not to try to put it in, as xmlns's can be finicky.
