update-w3c-deps import using blink b712b6ce0eb599d90d890aa609f596c7852fb824:

This patch includes following notable changes than just normal updates:
1. 'tools' are excluded and 'supports' are included, as the first update after
   https://codereview.chromium.org/1167723002/
2. The external test engineer declared the completion of 96 tests for CSS
   Writing Modes so they are included.
3. css3/background/background-positioning-area-vrl.html was removed as it was
   already upstreamed and included in the last import.

Sorry that this CL includes manual process, I'll work with tkent for issue 2 and
with CSS WG for issue 3. 100+ files were added/updated, so landing them helps
these investigations.

I'll also keep looking for more duplicated tests by the imports. One in this CL
is what I upstreamed to CSS WG, so for sure it's a complete dup.

I don't think we should get in the habit of importing files that needed manual
mods (items 2 and 3, if I understood you correctly). Is it reasonable to either
get the files fixed upstream fairly quickly, or just skip them for now during
the import?

item 2 is a real problem, I didn't think about skipping, but that's a good idea.
I'll talk to tkent tomorrow, if he doesn't have the fix, I'll skip them.

item 3 will take a bit of time until upstream can fix, but running dos2unix
doesn't really change things, as when committed, those CR is gone. Running
dos2unix just reduces the size of patch (eliminates no-op patches.)

(Which is to say, a line endings issue encountered during import, cause TBD)
Something as simple as having the script itself run dos2unix on the imported
files might be acceptable?

The import tool works by blowing away the files and doing a "clean" import each
time, so manual changes in any one import imply manual work for all future
imports.
