Just curious: is there a particular reason why you're doing this rather than
getting it from window.chrome (for all cases where you've done this)?

I think since they are being loaded differently they no longer have access to
window.chrome.

So this forces the object to be loaded? What if |ref| has no dots in it (e.g. a
ref into the current namespace)?

This will just do nothing if its called for a ref in the current namespace
(because it's already loaded). It will just access chrome['']. This is bad if
the result is used, so I'm adding a TODO for now.
