Move third_party/freetype DEPS to third_party/freetype-android/src

Move third_party/freetype DEPS to third_party/freetype-android/src

This allows the build files to live in the chromium repo but the
source to live in the freetype repo, similar to other third_party
DEPS.

This is an alternative to https://codereview.chromium.org/1159323004/ . I tried
just moving the DEPS from third_party/freetype to third_party/freetype/src, but
the gclient wizards foresaw my attempt at subterfuge and check for that sort of
thing.

Non-blocking this CL since you're not changing it: are you sure Security
Critical should be "no"? I would have expected this type of thing to be yes. But
I guess I'm not sure what this is used for.
