Avoid some work on SkClipStack equality when the topmost genids match

Two clip stacks are defined being equal if the topmost genids match.

Sorry, the change requires a master restart. I will get it in today and restart
the master tomorrow morning.

I reproduced the trybot failure in https://codereview.chromium.org/94103005/ and
sent an email to Chrome Infrastructure asking why it happens.
