Rearrange the XHR interfaces to match the spec order

To make reviewing easier, this commit only changes the order of lines
and adds comments. Actual spec sync will be done separately.

The order of the generated code changes, but there are no actual
changes.

Although I am afraid about maintaining the same order when other developers
start modifying these files! Also the git blame would span multiple clicks to
find out when and who added a particular attribute/method!

We should typically not modify interfaces like this unless the specification
changes. And if the specification changes, for instance a method is added, and
Blink's IDL matches the specification otherwise, it will be quite natural to add
the new method in the same place as it was added in the specification, thus
preserving order.
