I realize you tried to limit visual clutter by making this a smaller font. 
However, let's go further than that and have it not shown on the page at all. 
Instead, use a title="" attribute on the <div class="patchset-title"> element. 
You can delete the .patchset-id CSS.

Done. We can revisit this if users complain about not knowing what the patchset
ID is easily.
