Switch TestFrameNavigationObserver to DidCommitProvisionalLoadForFrame.

Switch TestFrameNavigationObserver to DidCommitProvisionalLoadForFrame.

This is necessary once we start classifying OOPIF commits correctly,
since DidNavigateAnyFrame doesn't work for auto-subframe.

TEST=All navigation tests still pass
