Enable Surfaces on Android (try #4)

The browser compositor contents and renderer contents are each put into separate
layers which are aggregated together by a Display.

A revert of this CL (patchset #1 id:1) has been created in

The reason for reverting is: The following tests started failing on Android
Debug Nexus 5, Nexus 6 and Nexus 9 bots:

pixel_tests: Pixel.Canvas2DRedBox, Pixel.CSS3DBlueBox, Pixel.WebGLGreenTriangle
gpu_rasterization_tests: GpuRasterization.BlueBox
