Sorry, I missed this before but we do need this for committed tabs too, no?  For
example, you search for [abc], hit enter.  Then if you type [chrome://settings]
in the omnibox, we'll reuse the committed search page to render the suggestions
and you still need to be able to click on the chrome:// nav suggestion.
