Revert "win: Make oilpan plugin work better with delayed template parsing."

This reverts commit 28c1b1099fb09782841d891ca43e83e71cd8dfc6.

The delayed_parsing.cpp file has no license which is causing license check
failures.

fyi, you can use the "Revert this patchset" button on a review on rietveld for
reverts, that's much easier than using git locally. In this case, you could've
gone to https://codereview.chromium.org/1140443005 (my patch) and hit the button
there. The revert should then land within a minute.

(The revert lgtm, sorry about the breakage, thanks for sheriffing, etc)

I did actually try the revert button but it said it couldn't. I can't
remember the exact message -- something about not supporting reverting
files with zero changes?
