Introduce ERR_NETWORK_CHANGED and allow URLFetcher to automatically retry on that error.

This is only called on network changes, so only with ERR_NETWORK_CHANGED. Do not
introduce |int error| argument. Perhaps add comment that it notifies their
requests with ERR_NETWORK_CHANGED.

In general, HostResolver shall never pass "user cancelled" back to the caller
since the only way this can be done is using HostResolver::CancelRequest.
