Confirmed this is working with the file attached to the
original issue.

I also confirmed that this doesn't break existing Japanese
PDF, which doesn't embed fonts whose name isn't encoded
in UTF-8.

With the code added in this CL, the following should not be
necessary - as the Shift_JIS encoded font name will be passed
as UTF-8 to fontconfig and fontconfig should resolve it.

But anyway, these entries even translates into ASCII representation
of the name, so fontconfig still have a chance to fail resolving
the font with the UTF-8 name, so keep these.
