This will break chromeos/win_ash. The bounds_in_screen should be in
screen coordinates, and SetBounds should take parent's coordinates
(as it sets by window_->SetBounds()). If this works on linux_aura,
wrong coordinates may be used somewhere else.

I changed this to be what it used to be, and grabbing the parent from |window_|
here since that variable was removed.

Also,I've been doing my testing with a chromeos=1 build.
