Hmm, that's still not sufficient. I get the following error when building the
VM:

I believe the VM combines the core libraries into single files before compiling
the snapshot. Is this done using simple concatenation? That would explain not
expecting a part_of.
Would it be possible to use a real pre-processor to start at core.dart and
include all the 'part' files properly, even if it's still just concatenating the
files (without the part_of) in the end?

I'll update the generation scripts to pull the "part of  " from the generated
sources. Currently all of the sources for the included libraries are collected
directly into the library, so a "part of" directive is not needed.
