remove htmlescape from sdk

(I hadn't deleted an old changelist which had intermediate changes. Please ignore the changes except in the last changeset)

Remove htmlescape from sdk.

Actually, I see no tests at all for gen_snapshot in the repo. I think that's
outside the scope of this change, so I filed issue 7020 for tests of
gen_snapshot.

I did create the scripts in sdk/bin to keep it the same as
BUILD/.../dart-sdk/bin .

Am I the only one who really, really dislikes the gen_snapshot name? Ideally
this could be rolled into a more generic compiler binary that also knows how to
deal with dart2dart translation (minification, etc.).

For now, I could probably live with a dart_ prefix (dart_gen_snapshot) even
though I also dislike the underscores in our binaries. 

Why do I find myself disliking things today? :-)
