DEPS: Download binutils before updating clang

DEPS: Download binutils before updating clang

The binutils headers are used for building LLVM's gold plugin,
so should be downloaded before running update.sh, which in some
configurations builds Clang locally.

I've tried to expand it a little, but I'm not entirely sure why this started
failing now. pcc, do you know if anything changed here recently?

I think the failure linked below started after slave5-c1 was "respawned"
(crbug.com/488669). Maybe that got the bot into an unusual state or something.
Maybe LLVM r235918 also has something to do with it.

Other than r235918 I don't think so (but it looks like we were able to
successfully build after r235918, e.g.

I don't know how well this builder clobbers its source directories, but if it
doesn't, and if Clang had been successfully built at least once (e.g. before we
had started building the plugin), I guess the header would be around during the
next run.
