You should not be depending on cc_dir here - that should be an implementation
detail of protoc.gypi. 

Instead:
'variables': {
  ...
  cc_include: "sync/base/protoc.gypi"
}
include_dirs: [ '../../' ]

That *SHOULD* be sufficient here.
