Enabled first-run tutorial for ephemeral users.

First-run tutorial is shown for regular ephemeral users, but only if we 100%
sure that this user has never seen the tutorial yet.

What about ephemeral regular users?
I think previous condition was correct i.e. even if priority prefs sync is not
completed in 10 seconds there's no real benefit in setting user profile picture
during ephemeral user sign in - it just slows them down.

What's the benefit of having this check in UserImageScreen::HideCurtain() ?

The "Syncing..." UI is a part of user image screen, so we can't skip the screen
if we want to wait for sync.
