Material PDF: Add required Polymer 0.8 elements.

Material PDF: Add required Polymer 0.8 elements.

Adds paper-fab, paper-toolbar and polymer/layout, which are required by
the material PDF viewer. Also adds required files from existing
components to polymer_resources.
