 2.) that the string resource is only referenced by code that should indeed use

The URL looks exactly like the one posted by Sabine, and the hl= option looks
reasonable.

git grep IDS_PASSWORD_MANAGER_SMART_LOCK_ARTICLE tells me this resource is only
used by the password infobar and password bubble, so yes.
