plugin/win: Error in warnings-as-error builds.

This way, the 64-bit bots will help us find regressions since they
build with warnings-as-errors.

out of curiosity, how long do you think it'll be before win clang will be stable
enough to have a try builder to prevent this from regressing?

Having an opt-in try bot is blocked on us building prebuilt clang binaries on
Windows (which is blocked on the plugins working, which is why I'm focusing very
much on this currently). We're kind of hoping to have prebuilts by this Friday,
but we might not quite hit that (we're depending on getting more slaves because
once we have prebuilts we need bots for both the pinned version and for clang
head, while right now we only have bots for clang head).

On-by-default trybots are blocked on us being able to build chrome/win from a
linux host, because linux trybots are way cheaper. This in turn is blocked on
having clang/win be usable in GN on Windows I feel (since cross setups are much
more natural in GN than in gyp).  I want to start looking at this soonish, but
it's probably a bit longer out.
