Added flag --enable-new-app-list-mixer.

This allows manual override of the AppListMixer field trial.

BUG=487494
TEST=On ChromeOS, turn on flag enable-new-app-list-mixer. Search for
"goog" should return more than 6 total results.

It actually assumes there are 2 or more installed (so that we get 2 tile
results, and then space for 5 other results). I couldn't really think of any
other reliable way to tell whether this is enabled.
