So what are your thoughts on this change? Our current behavior (I think) would
be to simply create a texture since it never looks at the sampleCnt value
anyways if it is not a RT. However, the sampleCnt does get added to the texture
scratch key even though the texture itself isn't multisampled.

With this change we wouldn't even return a texture at all to client if they
requested a multisampled texture

I like the change. If we add support for msaa textures, we can revisit. lgtm.
