[Do not revert] Roll-back V8 to version 4.4.63.

Update the V8 version to the one used for the upcoming Chromium branch M44.
If this CL results in failed tests please contact the test owners.
They most likely need to make changes to deal with the roll-back.

The [Do not revert] tag is a bit non-standard. Not sure if that is liked by the
chromium community - well, I don't care.
