I would like to point out that this CL bakes in a dependence on 'base' in both
the API and trace_event_internal.h, making this comment not very useful, and the
division of trace_event and trace_event_internal pretty useless too.

I've exposed this API to Pepper in a previous CL, which has no base/, and was in
the process of implementing a version that would be self-contained in
libppapi_cpp, when I noticed I could no longer include trace_event_internal.h

I'm looking at what I can do to fix for my stuff as well as better future-proof
this situation now.
