[turbofan] Turn JSIntrinsicLowering into an AdvancedReducer.

[turbofan] Turn JSIntrinsicLowering into an AdvancedReducer.

This in turn allows usage of AdvancedReducer::ReplaceWithValue which
has access to the underlying graph reducer. It will allow us to deal
with exception continuations correctly.
