bluetooth: Enable Android Bluetooth permissions in chrome_shell

Enable the BLUETOOTH, BLUETOOTH_ADMIN
permissions for use with Web Bluetooth.

For now I'm just looking for chrome_shell to work -- so I've removed the channel
conditional, PTAL.
