Add PolymerElements/paper-item and run reproduce.sh

Add paper-item#^0.8.0 and run reproduce.sh

This brings paper-item v0.8.2 into third_party/polymer/v0_8.

I got a presubmit warning about not updating README.chromium.
Will that actually be a problem in the CQ?
