Since this is the public header file that embedders rely on, we need a better
description of what partition_domain, partition_name, and in_memory mean. 
There's no way to tell what the difference between "domain" and "name" is here,
and why they're separate.

(Maybe a reference to the description in storage_partition_impl.h would help,
but that's not in content/public.)
