optional nit: Maybe this could go somewhere above, or inside another USE_AURA
block?  It would get rid of this awkward comma and avoid merge conflicts with
the next guy to add something at the bottom of the list.

Hmm, that sounds good but the order here actually matters (it's the order of the
flags on the about:flags page). I'm not really sure what the rules are (I'd kind
of prefer it to be in alphabetical order) but it seems like new flags are
usually added to the bottom, so I'd prefer to just do that than awkwardly adding
this flag underneath tab-capture-downscale-quality or something.
